End Illegal Towing & Dishonest Sales Practices

On September 7, 2013 at approximately 7:40pm in front of Kroger located at 3226 Thomas, a driver of PB&J Towing illegally hitched to my car with my daughter inside and drove about 20 feet until I ran him down.   The driver then got out and told me that if I paid him $45.00 right then he would unhitch my car and I could park where I wanted.
